This could be considered a future letter of rejection. I've heard of competition in the job market, but this is ridiculous. A former state employee myself, I could tell you endless stories of the complete utter crap and waste of tax dollars that most governmental agencies are.
But here's the story behind this letter...
I had initially applied for this position back in January, but did not hear anything until May, when I received an initial letter of rejection from the Department of Personnel stating I was not qualified. A couple months later in July, however, I received another letter stating that the position had received a backlog of applicants and if I wished to be reevaluated to circle the position and return that letter to them. So, being curious, I did, and sure enough, got the reply a blazing 10 weeks later.
Maybe I should run for Governor.

I always enjoy letters from the governmental level because they are so wordy, and PC with points and scores, that they make very little sense. It?s blah blah blah, then some information that tip toes around a rejection then more blah. The best part is always the fact they are on letterhead.
